Iv only seen that caravan mounted on the newer caravel shape bus,never on an aircooled one.

A conversion perhaps?

Google comes up with a court case over the use of the name in the States. This looks RHD so the plot thickens. Maybe it came in attached to something else (apparently they made them to fit on top of pickups) and then modified for the bay.

I wonder if it wasn't an uncompleted prototype for an Autovilla competitor??? Note the area where the engine air intakes would be is uncompleted.
