My father in law had one just like that only in yellow with those hubcaps. He complained that the hupcabs rattled as you drive. He took them off and replaced them with the normal dome one's. That car is still going today.

Those hubcaps were a standard VW accessory, available for the early 70's models. Ugly as hell, but quite rare these days
