Wow, that does sound like a lot of work, but also sounds like it will be the best bet.. Then you take it to the powder coater, he must mask off the chrome lip, then powder coat the rest, THEN... without messing up the powder coat (still in powder form) remove the masking, THEN.... he bakes the powder coating.....Then you take it back to the chrome guy that chromed it, as the chrome will not take on the powder coat....
Then he polishes the chrome and then you put on your tyres...........
Man .. was that work......
I don't have to necessarily have the black inner powder coated, if it can be done with paint it will be cool too..retrovan wrote:You have two problems.

What you can do is powder coat up to a line, and then chrome, BUT the line will not be sharp and clear.
